Community Group Dynamics & Leadership Skills

Gram Sangathan Federations:

Gram Sangathans are promoted at Panchayat level to resolve village level problems or escalate them to a higher level. Emphasis is placed on increasing the representation of female members in the Gram Sangathan federations. The Gram Sangathan leaders are trained on group and fund management. Training and Orientation is provided to members on the necessity of community-based organisations and to enhance their managerial, technical and financial management skills. These programmes are followed up by initiatives to increase communities’ own funds and enhance the confidence of GS and federation members to present their demands at Gram Sabha and Palli Sabha meetings. The Gram Sangathans network, and strengthen their links with the mainstream departments to access various resources for community development.

Training, Orientation and Support to Panchayati Raj Institutions (PRIs):

Training and orientation is given to PRI representatives on their roles and responsibilities and on the available government support schemes and programmes. Exclusive training on leadership and assertiveness skills is given to women representatives to overcome issues of proxy leadership. Panchayati Raj conventions are organized to share experiences among the members and introduce them to mainstream agencies. Orientation programmes are organized for SHG and CBO leaders, and youth groups on a wide range of issues including the concept of local self-governance, the 73rd Constitutional Amendment, and the roles and responsibilities of the PRIs, Gram Sabha and Palli Sabha. State level workshops are organized for PRI representatives, government officials, and CSO representatives on the emerging challenges of Panchayati Raj in Orissa.

Information Support:

Information on a wide range of topics such as a) district-wise five year perspective plans under the National Food for Work Programme, b) district development plans, c) information on different acts and schemes, d) forest schemes, e) education policy guidelines, f) livelihood strengthening models, g) various training modules, and h) various government circulars and gazettes is collected and disseminated to partner NGOs and communities. This information is also made available in Oriya for easy understanding and large-scale dissemination among local people.
