Gram Swaraj
Gram Swaraj, a monthly news bulletin on local self-governance came into existence in 1993, when the 73rd constitutional amendment was enforced in Orissa. During that time CYSD was involved in training and awareness generation among the Panchayat representatives. After the 73rd constitutional amendment, the Panchayat Raj elections were held in 1997. It was in this year, that the Government started its initiative in popularizing the new panchayati raj system, which, was only in an experimental phase. However, there was no effective system to make the citizens aware of the various aspects of the panchayati raj system. Thus, in strengthening local self-governance in the rural pockets of Orissa led to the evaluation of Gram Swaraj in July, 1998 with the primary objectives to :

Disseminate information regarding – a) functioning of the panchayati raj, b) role, rule, power and responsibilities of the elected representatives c) roles, rules, power and responsibilities of the palli sabha and Gram Sabha, d) three tier panchayatiraj system, e) involvement of villagers in village level micro-planning, f) government schemes, g) role of women in panchayati raj and h) constitutional amendments related to Panchayati Raj

Strengthening the panchayti raj system in remote most rural pockets of Orissa by disseminating the latest information regarding effective functioning of the panchayti raj to the PRI bodies, villagers and civil society organizations working at the grassroots level

Highlighting success stories relating to panchayatiraj at various levels to different stakeholders for replication.

Using it as an advocacy tool for highlighting various issues and concerns relating to PRI.
