Senior Programme Manager, Livelihood
Main Purpose of Role: To spearhead the development of the livelihood theme and provide direction and coordination for all livelihood activities across the organisation.
Details:
Theme Leadership
- Identify strategic issues and develop strategic interventions
- Provide conceptual input in the form of ideas, direction, guidance to create a holistic approach to CYSD’s livelihood activities
- Support operational planning and work closely with project teams working with both partners (extensive interventions) and communities (intensive interventions)
- Liaise with other themes leaders (Education, Governance, Disaster Preparedness) to ensure overall consistencies and synergies in programmes
- Responsible for ensuring a coherent, consistent raft of manuals, toolkits and IEC materials exist and are widely and appropriately disseminated
- Create an up to date database of good livelihood resource people and institutions from state and national level
- Facilitate at internal and external livelihood events
- Plan, organise and run livelihood theme workshops and training for theme team
- Responsible for the appropriate dissemination of livelihood related news to theme team and wider organisation list
Campaigns
- Identifying issues for campaigns
- Developing strategies in consultation with internal and external stakeholders
- Building appropriate networks and working groups to support campaigns
Administration
- Write concept notes and proposals
- Responsible for quarterly and annual reporting for livelihood theme
- Write the livelihood annual plan
- Responsible for the timely and appropriate spending of the overall livelihood budget.
- Responsible for meeting with programmes and projects managers on monthly basis to establish progress and resolve issues, in coordination with the Finance team
- Responsible for meeting with budget managers on monthly basis to establish progress and resolve issues
- To manage the livelihood research budget to ensure best utilisation, timely spending, and accurate reporting.
- To report to Coordinator on budget status and remedial plans if required on monthly basis.
Networking and Learning
- Networking at state and national level
- Representing CYSD at state and national level on livelihood theme
- Attend livelihood workshops, seminars and lectures at state and national level
- Keeping up to date with all livelihood issues at local, state, national and international level.
Team Management:
- Structure Livelihood team at all levels, define roles and responsibilities together with programme managers
- Approve leave, conduct regular and timely appraisals, and handle staff grievance and discipline issues
- Ensure all staff have a staff development programme, are given appropriate training and have regular coaching and mentoring sessions
- Plan manpower for department in line with annual budgets
- Initiate the process of recruitment with HR but completing requisition form ensuring up to date role profile is available, and participate in interview process
- Ensure suitable induction programme is organised for new
Education Qualifications
- Post Graduate qualifications in social sciences, Agriculture or related discipline
Experience
- Minimum 8 years relevant work experience in an NGO, Preferably experience of linking micro-level project work on influencing policies and practices.
- An understanding of the socio-economic, political and ecological conditions of the region and high level of analytical, conceptual and strategic planning skills.
- Facilitation skills for interaction between different development practitioners of various levels with strong social skills – especially when working with community groups
- Ability to write project proposals
- Ability to comply donors queries
- Proven track record of achieving results and demonstrable people management skills
- Ability to respond effectively in the event of humanitarian disasters
- Skills and ability to develop achievable plans for contribution to and implementation of agreed objectives in line with Organisational requirements
- Sensitivity to gender and diversity issues
- High level of programme management skills – including communication, organisation, training, planning and strong financial management skills
- Physical fitness for travel and a willingness for sustained field work
Competences
- Excellent communication skills and ability to influence all levels
- Good presentation skills
- A positive and enthusiastic
- Ability to work to deadlines, to plan and be systematic
- Extensive travel will be required to project locations, where infrastructure and facilities are basic.
